Perspectives on Judicial Reform

Rule of law is a prerequisite for economic and political advancement, and for most people, rule of law means fair, predictable court rulings for all. Twenty years after independence, many still feel that our judiciary is not working as well as it should. There are many on-going efforts to strengthen the judiciary, train judges, increase their salaries and enhance judicial independence. What is the status of judicial independence as of today and what prospects are there for increasing the effectiveness and independence of the judiciary to the level necessary for people to trust the judicial system? What are the Government’s strategies for enhancing judicial sustainability, and what challenges does the Government face in assuring that the courts provide justice for all?

These questions were the subject of the talk by RA Minister of Justice Hrayr Tovmasyan. A discussion and a question and answer session followed.
